Add Olive Oil to a Dutch Oven over medium-high heat.
Add Sirloin and sauté until browned. Remove and drain off excess fat.
Add a little more Olive Oil (if necessary) to Dutch Oven.
Add Green Pepper, Onion, Garlic, Salt and Pepper. Cook until vegetables soften.
Add Sirloin back in.
Add Oregano, Cumin and Chili Powder. Sauté for about a minute
Add Beef Broth, Diced Tomatoes, Tomato Paste, Sugar, Jalapeño and Cilantro. Bring to a boil.
Cover and turn stove down to medium. Let simmer for at least an hour. (Longer will allow the meat to become more tender)
If desired, add Beer and let cook for at least 15 minutes.
Serve it up. Garnish with Parmesan cheese if desired. Enjoy!
